CHAPTER I – DEPED VISION, MISSION, AND CORE VALUES
Vision
We dream of Filipinos who passionately love their country and whose values and competencies enable them to realize their full potential and contribute meaningfully to building the nation. As a learner-centered public institution, the Department of Education continuously improves itself to better serve its stakeholders.
At Pagadian City National Comprehensive High School (PCNCHS), the DepEd Vision comes alive in our commitment to shape learners who are deeply rooted in love of country and guided by strong values. Our school envisions students who are not only academically capable but also socially responsible, compassionate, and resilient—young Filipinos who recognize their role in nation-building. By nurturing critical thinking, creativity, and character, we help learners discover their full potential and prepare them to contribute meaningfully to their families, communities, and the wider society.
Aligned with the learner-centered mandate of DepEd, our school’s vision is to be a nurturing and empowering learning community where every learner is valued and supported. We continuously strive to improve our teaching practices, programs, and governance to respond to the diverse needs of our stakeholders. Through collaborative leadership, inclusive education, and a culture of excellence and service, PCNCHS upholds its shared vision of developing competent, values-driven, and patriotic learners who are ready to face the challenges of the present and help build a better future for the nation.
Mission
To protect and promote the right of every Filipino to quality, equitable, culture-based and complete basic education where:
● Students learn in a child-friendly, gender-sensitive, safe, and motivating environment.
● Teachers facilitate learning and constantly nurture every learner.
● Administrators and staff, as stewards of the institution, ensure an enabling and supportive environment for effective learning to happen.
● Family, community, and other stakeholders are actively engaged and share responsibility for developing life-long learners.
Within the learning community of PCNCHS, the Department of Education’s mission is translated into concrete actions that uphold every learner’s right to quality, equitable, culture-based, and complete basic education. The school ensures that students learn in a child-friendly, gender-sensitive, safe, and motivating environment where respect, inclusion, and well-being are prioritized. Through responsive programs and supportive classroom practices, learners are empowered to grow academically, socially, and morally, while appreciating their cultural identity and responsibilities as Filipinos.
Guided by a shared sense of stewardship, the teachers, administrators, and staff of PCNCHS work hand in hand to create an enabling environment where effective learning can thrive. Teachers consistently facilitate and nurture learning, while school leaders and personnel provide strong governance, resources, and support systems. Anchored in our own mission of partnership and shared accountability, the school actively involves families, communities, and stakeholders in shaping lifelong learners who are prepared to contribute meaningfully to society and nation-building.

MAKA-DIYOS
Maka-Diyos reflects the recognition of a higher being and the practice of faith expressed through respect, integrity, and compassion. In education, this core value emphasizes moral uprightness, honesty, and empathy in thoughts and actions. It encourages learners and school personnel to act with humility, gratitude, and a strong sense of ethical responsibility, guiding decisions and behavior toward what is right and just.
MAKA-TAO
Maka-Tao highlights the importance of respect for human dignity and the value of every individual. This core value promotes kindness, inclusivity, and concern for others, regardless of differences in background, beliefs, or abilities. In the school setting, it is shown through fairness, collaboration, and sensitivity to learners’ needs, fostering a supportive environment where everyone feels safe, valued, and empowered.
MAKAKALIKASAN
Makakalikasan emphasizes care for the environment and responsible use of natural resources. It encourages environmental awareness, sustainable practices, and active participation in protecting and preserving nature. By integrating this value into learning and daily school life, students develop a sense of responsibility toward the environment and an understanding of their role in ensuring a healthy and sustainable future.
MAKABANSA
Makabansa embodies love of country, respect for national identity, and commitment to the common good. This value inspires learners to appreciate Filipino culture, history, and heritage while upholding civic responsibility and patriotism. Through Makabansa, students are encouraged to contribute positively to society, respect laws and institutions, and actively participate in nation-building as responsible and informed citizens.
